Katharine Jacobs is the Director of the Center for Climate Adaptation Science and Solutions (CCASS) and Professor in the Department of Soil, Water and Environmental Science at the University of Arizona.

From 2010 to 2013, Jacobs served as an assistant director in the U.S. Office of Science and Technology Policy (OSTP) in the Executive Office of the President. Jacobs was the director of the National Climate Assessment, leading a team of 300 authors and more than 1,000 contributors who wrote the Third NCA report. The report has been released to the government and is expected to be published in early 2014. Jacobs also was the lead advisor on water science and policy and climate adaptation within OSTP.

Prior to her work in the White House, Jacobs was the executive director of the Arizona Water Institute from 2006-2009, leading the consortium of the three state universities focused on water-related research, education and technology transfer in support of water supply sustainability. She has more than 20 years of experience as a water manager for the Arizona's Department of Water Resources, including 14 years as director of the Tucson Active Management Area. Her research interests include water policy, connecting science and decision making, stakeholder engagement, use of climate information for water management applications, climate change adaptation, and drought planning.

Jacobs earned her M.L.A. in environmental planning from the University of California, Berkeley. She has served on eight National Research Council panels and was chair of the NRC panel on Adapting to the Impacts of Climate Change and a member of the panel on America’s Climate Choices.

Kiyomi Morino obtained her PhD degree from the University of Arizona, Department of Geography and Regional Development in 2008. Since graduating, she has primarily focused on research related to integrating science and policy, particularly with respect to western water issues. In one project, she is working with colleagues to develop novel ways of exploring future climate change impacts on the Colorado River using tree-ring based reconstructions of streamflow. Her areas of expertise include dendrochronology, ecophysiology, and Colorado River water policy.

Julie Brugger

Julie Brugger has a PhD in Sociocultural Anthropology and works at the intersection between environmental and political anthropology. She is a Research Scientist in the School of Natural Resources and the Environment and is affliliated with the Institute of the Environment and the Center for Climate Adaption Science and Solutions. Her current research concentrates on natural resource management and climate change adaptation in the American West, with a focus on rural communities, water governance, ranching and public lands. She specializes in working with interdisciplinary teams to design and implement qualitative research that is systematic and uses multiple methods in order to enhance the reliability and legitimacy of results. Prior to joining the Institute of the Environment, she was a postdoc at the University of California Davis where she participated in a comparative study of perceptions of and responses to glacier retreat in three mountain communities in Peru, Italy, and the US. Her dissertation research examined conflict over the management of the Grand Staircase-Escalante National Monument in Utah.

Dr. Brown conducts research and applications development in applied climatology and meteorology, with emphasis on the application of data analysis, statistical methods and scientific visualization to atmospheric sciences data. His primary research topics include analysis of wildland fire-climate and fire-weather relationships and applications product development for wildland fire management planning, decision-making and policy. Dr. Brown is Director of the Western Regional Climate Center, and established and directs the Program for Climate, Ecosystem and Fire Applications (CEFA) at the Desert Research Institute in Reno, Nevada. He is graduate faculty in the Atmospheric Sciences Program at the University of Nevada, Reno.

Gregg Garfin

Gregg Garfin joined CLIMAS in 2000, and currently serves as a CLIMAS affiliate. He is an associate professor in climate, natural resources and policy in the University of Arizona’s School of Natural Resources and the Environment, and deputy director for science translation and outreach in the University’s Institute of the Environment. Beginning with his CLIMAS investigations and outreach, he has worked for the last 17 years to bridge the science-society interface through dialogues between scientists and decision makers and collaborative projects that require environmental and climate science findings, data, and information. His research focuses on climate variability and change, drought, and adaptation to a changing climate.

At the University of Arizona, Gregg serves as Director of the Water, Society & Policy M.S. program, in the School of Natural Resources and the Environment. He is university director of the Southwest Climate Science Center. He directs the Art + Environment + Humanities Network, within the Institute of the Environment. He also serves on the faculty advisory board for the University of Arizona's Center for Compassion Studies.

His CLIMAS-related activities focus on development of experimental climate services, climate adaptation planning, science-society partnerships to reduce climate-related vulnerabilities and increase resilience, and the development of knowledge-to-action networks among resource management practitioners and researchers.

Recent Activities:

Chapter lead for the Southwest chapter in the Fourth National Climate Assessment.
Co-chair, Rio Grande Pilot Project in the North American Climate Services Partnership (NACSP). NACSP projects include development of a partnership to address the public health risks of extreme heat in the Paso del Norte region, and a monthly binational/bilingual climate bulletin—the Rio Grande|Bravo Climate Impacts & Outlook.
Co-editor of Climate in Context: Science and Society Partnering for Adaptation, a 2016 book and e-book on the development and practice of use-inspired science and the co-production of science and policy, through NOAA's Regional Integrated Sciences and Assessments (RISA) program.
Co-convening lead author for the Southwest chapter in the 2014 Third National Climate Assessment.
Assessment of Climate Change in the Southwestern United States—a 120-author assessment on climate change and its impacts in the Southwest.

Zack Guido

Guido research interests include quantifying climate impacts on water resources, co-producing end-to-end climate services, and climate risk management. Prior to working with IRAP, Guido was a research scientist for the Climate Assessment for the Southwest (CLIMAS) where he led climate communication efforts that improved access to, use of, and understanding of climate information, including the monthly e-publication, The Southwest Climate Outlook. Guido has also conducted research to advance climate adaptation planning with Arizona municipalities and worked with Federal emergency managers to develop tailored climate information. In these efforts, Guido employs frameworks for the co-production of science in order to make climate information more credible, relevant, and useful. Guido has extensive international research and practice experience. A three-year Peace Corps stint in Bolivia between 2000 and 2003 subsequently paved the way for him to co-found a 501(c)3 non-profit organization to work with rural Bolivians to make their water resources more resilient to shortfalls from drought and retreating glaciers. This topic also became part of Guido’s PhD dissertation (2015) at the University of Arizona’s School of Natural Resources and Environment. Guido has also worked as a hydrogeologist consultant, developing water resources in the hyper-arid Atacama Desert in Chile.
